 The Board of Education is the governing body of the District and serves to represent the community. The Gananda Board of Education consists of seven members, who serve without pay, and are elected by the voters of the district for a term of three years. The Superintendent of Schools has responsibility to carry out the Board policies and to manage the operations of the district.  The Superintendent reports directly to the Board of Education. 

Responsibilities of the Board of Education include:
  • Hiring the superintendent, who is responsible for managing district staff and operations
  • Setting the District’s Direction - drawing upon the community, the board describes a shared vision, and established goals, standards and strategy to transform vision into reality
  • Setting goals for student achievement and evaluating progress toward those goals
  • Setting District policy
  • Assess & Account for Progress - using comprehensive data, thorough deliberation, and open communication
  • Continuously Improve the District - accentuating and reinforcing the positive, and correcting the negative
  • Approving courses and programs to be offered
  • Ensuring alignment of strategy, resources, policies, programs, and processes with district goals
  • Ensuring the district education program is in compliance with New York State laws and regulations
  • Adopting an annual budget for the District    
  • Overseeing and auditing District finances 
The Board focuses on ENDS - vision, goals, and policy.  (What? Why? How Well? How Much?) while the Superintendent (as CEO) focuses on MEANS - objectives, plans, actions, recommendations (How? When? Where? By Whom?). 

In other words, the board oversees the education of students and is responsible for school district operations, but does not directly run the district’s day-to-day operations.

The Board of Education holds work sessions on the second Wednesday of each month; Board of Education business meetings are held on the fourth Wednesday of each month. Meetings usually begin at 7:00 p.m. and are often held in the District Boardroom, located in 810 at the Richard Mann Elementary School.  Dates and times of the meetings can be found on the District website.  Meeting agendas are available to the public on the Monday prior to a scheduled meeting. Agendas can be obtained on the district website or by contacting Leslie Ferrante, Clerk to the Board of Education, at the district office. 

Work Sessions provide an opportunity for the Board of Education and Administrators to process issues, feedback, data and information; the purpose of this processing opportunity is to strengthen decision making and engage in continuous improvement.  At the beginning of each meeting, a portion of time is given for members of the community to speak or to ask questions related to district policy. It is expected that you will have spoken with the person or persons most closely connected to your question or concern (teacher, building principal, Superintendent) prior to bringing the issue to the Board of Education. 
Public Comment - Per Board Policy 1230: Persons wishing to address the Board must advise the District Clerk by telephone prior to 3:00 pm the day of the meeting. Only those that register with the District Clerk will be able to speak during the public comment section. Those wishing to address the Board must provide the District Clerk with their address, telephone number, and email address, as well as a brief description of the topic to be addressed. Any group or organization wishing to address the Board must identify a single spokesperson. Priority will be given to district residents and comments on items on the meeting’s agenda. Presentations should be as brief as possible. No public attendee will be permitted to speak for longer than three minutes.

At many meetings there will be presentations made by administrators or outside consultants. These presentations are made to provide information to the Board of Education.  

When necessary, the Board may meet in Executive Session, which is closed to the public.  Executive session is to discuss personnel, contracts under negotiation, legal issues and other sensitive matters. 

Unofficial meeting minutes can be found on the website by the Monday following the meeting. After approval by the Board, minutes are posted to our web site or may be found in the Wayne County Times, official newspaper of GCSD, if they choose to publish.  

A Board of Education is a uniquely American institution. It keeps the country's public schools flexible and responsive to the needs of their local communities. A member of a board of education in New York State takes on one of the most important responsibilities that can be assigned to any citizen: helping to plan the education of the community's youth.
